They say that politics makes strange bedfellows, but some of our local government insiders and outsiders have been losing quite a bit of sleep for the past several months over noxious, suspicious stenches emitting from the fiscal practices of Wilmington Housing Authority and its various branches, auxiliary offices, incarnations and manifestations. The issue's details escape me, largely due to my apathy and resultant ignorance regarding politics. One broad aspect of the saga, however, is within my grasp. Said glaring and disturbing aspect is that two citizen outsiders seem to be trouncing the City's elected and appointed officials and specialists at every turn, and this speaks poorly for said officials and specialists. I asked City Attorney about this in a recent e-mail.. My specific question appears below. I look forward to posting Mr. Pollard's response here, and will do so the day it reaches me.

The City of Wilmington's legal department, under your stewardship, has 
just lost a court case to a roofer who was recently a defendant in a marijuana
charge (dismissed) and an unemployed construction worker facing indictment
on felony fire-arm, alcohol and other sordid legal charges. 

My e-zine, "Word on the Street," which you may access at
http://arthurshuey.150m.com, is extremely curious to know what chance you 
estimate the department that enjoys your leadership might have were it to face, 
hypothetically, a plumber's apprentice between methadone treatments in a 
court of law.
